He was elected Municipal Vice-Mayor of Cateel later assumed as Municipal Mayor by law of succession. He resigned from the premier post to run for vice gubernatorial post in Davao Oriental but lost in the 1967 polls. As local Chief Executive he made follow-ups for the establishment of a hospital in Cateel from the Provincial Government. His request was granted and then Cateel Medicare Hospital was ultimately established. He also successfully negotiated the acquisition of a hospital lot courtesy of the Liñan Family that owned the land. He also initiated the improvement of the municipal plaza, the construction of Magsaysay stage and the improvement of the municipal building, three of the many projects he accomplished during his administration.
