Elected Municipal Mayor of Cateel, later appointed Board Member in 1947. He also served the same post as duly elected Board Member from 1948-1951 for the then undivided Davao. He initiated the re-opening of schools and reconstruction began after the World War II. As board member, he passed a resolution for the establishment of a Junior High School (First and Second Year Levels). This resolution was approved and the said school was ultimately opened.
